A manager can complete every module and still avoid feedback, micromanage the team, or fail to set priorities. HR teams need to measure both learning activity and behavior change.
Level 1: Participation
Track whether managers are engaging with the program.
Useful metrics:
- Enrollment rate
- Completion rate
- Attendance at live sessions
- Resource usage
- Learning path progress
- Missed deadlines
- Drop-off points
These metrics show whether the program is being consumed.
Level 2: Skill confidence
Ask managers to rate their confidence before and after training.
Example confidence areas:
- Delegating work
- Giving feedback
- Running 1:1s
- Setting expectations
- Handling conflict
- Coaching employees
- Managing former peers
- Leading hybrid teams
This shows where managers feel more prepared, but it should not be the only measure.
Level 3: Behavior application
Measure whether managers are using the skills.
Possible evidence:
- 1:1s are scheduled and recurring
- Managers document goals and expectations
- Employees report clearer priorities
- Feedback is happening earlier
- Escalations become more structured
- Delegation improves
- Performance issues are addressed sooner
- Managers ask better coaching questions
Level 4: Team impact
Connect manager training to broader business and people outcomes.
Potential indicators:
- Employee engagement
- Retention
- Internal mobility
- Performance review quality
- Time to productivity for new hires
- Team goal achievement
- Reduced employee relations escalations
- Improved learning participation within teams
